The film noir TV series presents Chicago's "Gypsy Town" around the 1930s trying to prevent the distribution of illegal rot gut whisky in their community. Their wish to stop the bootleggers without the aid of law enforcement leads to a confrontation with organised crime.
I recently took a guided tour in Chicago of the gangster era during prohibition. I don't know if the episode portrayed is historically accurate, but it's interesting. Organised crime is attracted to communities, which try to run their afrairs without government intervention.
