London (CNN) -- Britain's late TV presenter and radio host Jimmy Savile sexually abused hundreds of people and carried out more than 30 rapes, police said Friday, as they unveiled a report exposing "vast, predatory and opportunistic" abuses across six decades. Nearly three-quarters of his victims were children, the report said, with the youngest only 8 years old. Most but not all were female. From this, 214 crimes have been recorded, including 34 of rape or penetration, across the country. edition.cnn.com/2013/01/11/world/europe/uk-savile-sex-abuse/index.html?hpt=hp_t1

I don't know the answer to that, Sadie, but here's a story suggesting how he might have got away with it for so long: www.mirror.co.uk/news/uk-news/jimmy-savile-boasted-friends-in-police-1530688Jimmy Savile child abuse By Tom Pettifor 1 Comment Cops Will Fix It: Jimmy Savile boasted his pals in police would protect him from child abuse claims 12 Jan 2013 00:00 Savile created an inner circle of police who met weekly at his Leeds penthouse at what was dubbed the Friday Morning Club Pervert: Savile had pals in the police Rex Jimmy Savile boasted to detectives he had police contacts who helped him get rid of sex abuse claims. The pervert made the claims while being quizzed under caution by Surrey Police on suspicion of sexual offences. A separate report by Detective Superintendent Jon Savell looking into how the force handled three complaints said: “He explained he has contacts within the police and whenever he receives letters alleging that he has done something wrong he gives them to contacts who ‘get rid’ of them.” Savile created an inner circle of police who met weekly at his Leeds penthouse at what was dubbed the Friday Morning Club. Among members was a retired West Yorkshire Police inspector and another officer who is still serving. Up to nine serving or former officers and other pals “chatted and joked”. Seven alleged victims of Savile complained to police in Surrey, London, Sussex and Jersey while the disgraced television presenter was alive but the Crown Prosecution Service decided no further action should be taken. The Director of Public Prosecutions yesterday apologised for the failure to bring charges. (For rest of article click on link)

I would be hugely surprised if bribing a few close friends in the police force would let him off the hook for crimes he committed all over the country.
The link in the OP says: "Separately, a review by the Crown Prosecution Service was critical of the decision by two police forces not to file charges against Savile after investigating four separate allegations of sexual abuse."
The police were in a difficult position. I am assuming that each case would have had to be tried separately, and juries would have been faced with finding a verdict on the facts presented. If there was clear evidence to corroborate what the children claimed, then they should have gone ahead, but an acquittal would have reflected very , very badly on the force.
