Michael Flynn has revealed interviews and documents that claim the hoax has cost the federal government $20 million since 2003, when it contracted California computer programmer Dennis Montgomery to decipher coded messages hidden in the TV broadcasts of Arab news network Al Jazeera using a software he developed. The records also indicated that the CIA knew the program was fake from the very start but contracted Montgomery anyway and that the programmer still landed more businesses even after the FBI learned in a 2006 investigation that he presented fake test results to government officials. The Justice Department has been allowed by two federal judges to keep details of the technology out of court on grounds that disclosing state secrets would threaten national security. But Flynn believes the government is just covering up its embarrassment. Montgomery and his lawyers have declined to comment.
