e-rockford.com/petitions/ParolePetitions/Lower/form.phpNO PAROLE FOR JOEY DIDIER'S SADISTIC MURDERER! PLEASE SIGN THE PETITION!A number of my family relatives lived in Rockford, Ill., when the kidnap, rape and murder of Joey Didier occured. The predator prowled the Rockford area. He sexually assaulted one newspaper delivery boy and sprayed him with red spray paint before releasing him nude in the winter snow. Joey Didier was kidnapped during his dark early morning newspaper route and held captive in a boy scout cabin to which the predator possessed the keys. Joey was raped and then murdered. The predator later returned and attempted to remove the body , but the body was frozen to the floor. Joey's body was only discovered much later. www.rrstar.com/carousel/x1682974528/Joey-Didiers-killer-Robert-Henry-Lower-up-for-parole Nov 18, 2010 QUOTE: ROCKFORD — Robert Henry Lower has not received one vote in his favor for parole in the 15 times he has appeared before the Illinois Prisoner Review Board. Family members of Joey Didier, the 15-year-old Rockford newspaper carrier Lower was convicted of sexually assaulting and killing in 1975, want to keep it that way. “This is a safety and moral issue,” said Diane Didier-Adolphson, Joey’s sister. “We have to let the Prisoner Review Board know that he needs to be incarcerated to where he cannot hurt another child again. We are definitely being proactive and continuing the fight.” The Register Star and rrstar.com is now accepting signatures for and against Lower’s release from prison. Lower, who resides at Graham Correctional Center in Hillsboro, has been in prison for 35 years on a sentence of 100 to 150 years. Didier disappeared the morning of March 4, 1975, shortly after starting his newspaper route on Fulton Avenue in Rockford. His body was found 11 days later in a cabin in Jo Daviess County, where he had been raped and strangled to death. Didier was the son of George and Rosemary “Sue” Didier. George, a former Rockford alderman, died in 1999; Sue died in 2007. In 2008, Lower was denied parole with an 11-0 vote. Almost 24,000 people signed petitions against his release. “The people of Rockford have been so tremendous,” Didier-Adolphson said. “They are really willing to stand up and make a difference.” Lower’s parole hearing is Jan. 5. A decision is expected Feb. 24. The Register Star will collect print petitions, which will be available in the Insight section of Thursday’s newspaper, until Feb. 4. Online petitions are available through Feb. 18.

IMO, murderers should get sentenced to LWOP, so 100 to 150 years is about right. Besides, I also believe in truth in sentencing.
Family of murder victims shouldn't have to fight the early release of murderers.
........... umm. The petition states "we, the undersigned citizens of the state of Illinois..."

American citizens are citizens of all 50 states! There's no law to prohibit non-US citizens from becoming symbolicly a "citizen of Illinois" to sign this petition! Only public outcry keeps these predators behind bars! The bureaucrats will turn them loose on an unsuspecting society, if we remain passive! Also an example should be set for potential predators at large!

And a petition that states 'we, the citizens of Illinois' with a bunch of names from other states and other countries, is laughable.

I went thru some of the comments on the news article about this story.....I found this: "Being in the Didier family by marriage, I can say that everyone in the family truly appreicates your support. Robert comes up for parloe evey 3 years because he was sentenced under the old laws. If he was sentenced under the new laws he would come up for parloe every 7 years. It is tough to do this every 3 years but we all have a firm belief that he should remain in prision until after his death. Nothing should be made easy for this child killer. There is a link above 'Online Petitions area available' in the article. Another online petition is at www.mikemayborne.com/DIDIER_PETITION.html . Also, you can sign at Didier Green Houses or Pinnon's Meats. The parloe board will not accept duplicates, nor will anyone with a residence outside of Illinois."

It's a shame.......I think everyone should have a voice in keeping these individuals behind bars. They often cross state lines and commit more crimes.....so I think they are a threat to more than the one state they are convicted in.........
Anna.....hopefully Illinois will come together and voice their opinion on this and keep him in there for life.

I don't want these guys released and am always willing to take the time to say so in a letter or petition. This is actually the first such petition I've seen that I felt I couldn't sign/wouldn't have a real voice if I did/would feel like a fraud.

Please remember that many times people are NEW to writing up these petitions. If they get the wording a little bit wrong, it's understandable as they're learning about the justice system, how to do petitions, etc.

Up for, and denied, parole 15 times. From what Sadie said, it sounds as if the parole board will only entertain signatures of Illinois residents, so perhaps the petition writers actually knew what they were doing, since they've been fighting his release for many years.

Thank you for this! ;D This petition doesn't have any restrictions listed, ie., doesn't say anything that you have to be an IL resident. I'll sign this and will post it on other boards. Thanks again. ;D

He should never be free and I know 1 thing you and I agree 100% on is no murderer should ever be free again. I personally think even if they've been in prison for years that the petitions still need to be done in order to take NO chances on them being released. Thanks for listening.

It ends up there's ANOTHER petition besides the Didier 1 so took the liberty of posting that 1 also. THANK YOU for posting this to begin with. It's a HUGE deal that you DO care about MVS and don't just talk about it. You back up your words with ACTIONS. Thanks again. ;D

Yes, Pumpkin, we do agree about this. And, I'd sign a petition that I don't have to lie on for sure. Unfortunately, the link hasn't worked for me. Nothing happens when I click on this perp's name. I'll keep trying though. And, even knowing it'll probably go ignored by the Illinois parole board, since I'm not an Illinois resident, it only takes a few moments of my time, and it's worth it to bother.

These links worked for me: www.mikemayborne.com/DIDIER_PETITION.htmlwww.mikemayborne.com/ON-LINE_PETITION.htmlI feel like you do: a risk that our signatures may not be accepted, etc., I'm willing to overlook! You're 100% right that it's worth the efforts. I love how the Internet has HELPED the parole protest issue so much! It's a huge time-saver and the word can be put out a lot quicker now than when they were only done by regular mail. Thanks for your help with this and I hope the links work for you like they did for me. ;D
