A national holiday in Costa Rica, Juan Santamaría Day, is held every April 11 to commemorate his death. Santamaría was born in the city of Alajuela. When U.S. filibuster William Walker overthrew the government of Nicaragua and attempted to conquer the other nations in Central America, including Costa Rica, in order to form a private slave-holding empire, Costa Rican president Juan Rafael Mora Porras called upon the general population to take up arms and march north to Nicaragua to fight against the foreign invader. Santamaría, a poor laborer and the illegitimate son of a single mother joined the army as a drummer boy. The troops nicknamed him "el erizo" ("the Porcupine") on account of his spiked hair. After routing a small contingent of Walker's soldiers at Santa Rosa, Guanacaste, the Costa Rican troops continued marching north and reached the city of Rivas, Nicaragua, on April 8, 1856. The battle that ensued is known as the Second Battle of Rivas. Combat was fierce and the Costa Ricans were not able to drive Walker's men out of a hostel near the town center from which they commanded an advantageous firing position. According to the traditional account, on April 11, Salvadoran General José María Cañas suggested that one of the soldiers advance towards the hostel with a torch and set it on fire. Some soldiers tried and failed, but finally Santamaría volunteered on the condition that, in the event of his death, someone would look after his mother. He then advanced and was mortally wounded by enemy fire. Before expiring he succeeded, however, in setting fire to the hostel, thus contributing decisively to the Costa Rican victory at Rivas.

The day was originally proposed by the International Peace Bureau (IPB) and the Institute for Policy Studies (IPS) with the aim of promoting a common awareness of the huge amounts of money spent on military. military expenses reach about $1.700 billion each year. On GDAMS groups around the world advocate a shift of budget priorities and promote spending this amount of money on human development. Whole libraries have been written about the use of weapons in armed conflict. Far less has been said about their effects on sustainable development, which is crucial from a human security perspective. The IPB contrasts the high levels of military spending (estimated by the Stockholm International Peace Research Institute in 2011 as being US $1.738 billions at worldwide level) against, for instance, the failure to fulfill the pledges of the Millennium Development Goals suggesting that, in general: “Research on the causes of violent conflicts shows a myriad of factors, but does not indicate that building bigger armies is the key to keeping a county safe from warfare. In fact, funds spent on weapons may drain resources from social, political, and economic development that may address root causes of conflict.” The amount of money spent on the defense sector equals $4.7 billion a day or $249 per person. According to the World Bank and the Office of Disarmament Affairs (ODA), only about 5% of this amount would be needed each year to achieve the Millennium Development Goals by 2015. The negative effects of high militarization include not just the direct ones of money and resources being spent on weapons systems instead of being used for human development but also the associated costs of negative health consequences of research, development, testing and even the safe decommissioning of such weapons, especially nuclear, biological and chemical ones. As is obvious, the greater the military expenditure, the less there is left to spend on other aspects, both at communal but also at individual level, such as building and maintaining infrastructure, education and health. It is based on the lunar calendar, and is celebrated in mid-April, which is the first month of the year in Cambodia, for example. This time of year also represents the end of the harvest. It is a time for farmers to enjoy the fruits of their harvest and relax before the rainy season begins. An astrologer determines the exact date for which the celebration will be held. The celebration lasts for three days. During this time people take work off to commemorate the new year. They spend time visiting family and friends, as well as the Buddhist pagodas. The Buddhist religion plays a major role in many of the celebrations activates. The New Year is a celebration that is prepared for long in advance. Part of this preparation includes the cleaning of their homes. The people clean them thoroughly to rid them of any unclean spirits. They also buy silk to make new clothes. The men and boys wear black pants with white rounded-neck shirts, while the women and girls wear skirts with colorful, decorated robes. The clean house and new clothes represent a new beginning. The celebration lasts for three days. Each day has a name and activities attached. Day one is called Maha Sahgkrant (MOH-hah sahng KRAHN). It is the entry into the New Year, signaled by the drum or bell of the Buddhist temple. With the sounding, it is believed that the New Angel arrives. Throughout the day the people participate in ceremonies and games. One of these activities is the building of a small sand "mountain." Each piece of sand that is added is believed to produce more health and happiness in their lives. The people bring food for the monks and pray with them. There is a feast of traditional foods such as peanut curries, noodles and tree mushrooms. The second day is Vana Bat. It is a time for more praying. This day is a day to show consideration to elders. Parents, grandparents, and teachers are given gifts from children out of respect. It is also a time to serve. Cambodians offer charity to the less fortunate, participate in service activities, and forgive others of misdeeds that may have been done to them. The people continue to add to their sand mountain. The final day is called Loeung Sack. On this day the monks bless the sand mountain. This is also the day for the cleansing of the Buddha statues. The people wash their statues with perfumed water. It is thought to be a kind deed that will bring good luck, long life and happiness.
